On November 13, the state of Nebraska made a significant announcement by formally granting what it has termed the “first-in-nation” charter for a digital asset bank within the United States.

The charter, signed by Governor Jim Pillen, authorizes Telcoin Digital Asset Bank to operate from Nebraska, enabling it to issue stablecoins and positioning the state as an attractive destination for fintech enterprises. This strategic move aims to elevate Nebraska’s profile as a burgeoning hub for digital asset innovation.

However, this proclamation was met with immediate rebuttal from Wyoming’s Governor Mark Gordon, who elucidated that Nebraska’s claim of pioneering this initiative is somewhat misleading, given Wyoming’s extensive history in championing digital asset banking.

Nebraska’s Significant Announcement: A Misleading Claim to Pioneership

Governor Pillen’s jubilant announcement reverberated across social media platforms as Nebraska awarded its first digital asset bank charter to Telcoin. The implications of this charter extend beyond mere operational capabilities; they signify Nebraska’s intent to foster an environment conducive to innovation in financial technologies, particularly in the realm of stablecoins. The underlying message directed towards cryptocurrency entrepreneurs was unequivocal: “Nebraska is open for your business.” Such a proclamation from a state that has historically been absent from the forefront of fintech development evokes a sense of newfound ambition.

Nevertheless, within hours, Governor Gordon of Wyoming interjected to clarify that Nebraska’s charter is not a groundbreaking first. He articulated this sentiment on social media:

“Wyoming, who has been active in this space since 2017, welcomes Nebraska to the forefront of digital innovation but would like to correct the record. Wyoming has been ‘first in the nation’ and Wyoming has indeed been ‘open for business.’”

Supporting this assertion, Caitlin Long, CEO of Custodia Bank and an instrumental figure in establishing Wyoming as a leader in regulatory compliance for digital asset banks, endorsed Governor Gordon’s statement.

“It is an egregious overreach by Nebraska to claim it is ‘first-in-the-nation,’ when Wyoming has already chartered five digital asset banks—two of which have been operational for multiple years.”
